When service has been discontinued from any premises, upon the application of the owner thereof, or for nonpayment of water charges, or for any other causes, it is unlawful for any person to again connect the premises with water until all arrearage for the premises have been paid, and application made for reinstallation of service, and other cause or causes corrected to the satisfaction of the city.
