When it is desired by the property owner to change the location of the old service connection, or where a service connection to any premises is abandoned for twenty-four (24) months, or if the service is no longer in use, the city may shut off or remove the service connection, after which, should a service connection be required to the premises, a new service shall be placed only upon the owner making application and paying for a new tap at the actual cost involved.
