It shall be the duty of the owner of any house, vacant lot or block, church, public hall, public building, or other structure in the City that abuts or borders any City street, avenue, highway, or right-of-way, to remove or cause to be removed all snow and ice from all sidewalks (to the full paved width) abutting the property within twenty-four (24) hours after the snow or ice shall have fallen or accumulated thereon.

It shall be the duty of the owner of any building, church, public hall, or public building in the commercial areas of the City to remove any ice buildup on any structures that could impact any sidewalks or public rights-of-way, and which may constitute a hazard to the public, as determined by the City.
