The city of George is empowered to carry out all the terms and provisions of this chapter and to collect and dispose of refuse in the manner provided herein. The city of George shall be the final arbitrator of any disputes relating to the enforcement of this chapter. The city in its discretion, acting properly through its authorized agents, may proceed to vary any of the terms of this chapter due to the situation or circumstance of the individual refuse source.
