A. It shall be unlawful for any person to cause or allow to be emitted a frequent, repetitive, or continuous noise made by any dog which unreasonably disturbs or interferes with the peace, comfort, and repose of property owners or possessors, except that such sounds made by animal shelters, veterinary hospitals and pet shops shall be exempt from this subsection.

B. City animal control officers may respond to and investigate complaints of any dog which by frequent or habitual howling, yelping or barking, annoys or disturbs a neighborhood or the quiet and repose of a complainant, and shall have the authority to issue a notice of infraction if warranted, provided that notwithstanding any other provision of this chapter, if the owner or other person having custody of the dog cannot, with reasonable inquiry, be located by the investigating officer, or if the dog is a repeat violator of this subsection, the animal shall be impounded by the the animal control officer, or his designee, subject to redemption in the manner provided by section 6.05.080.
