A. The mayor, with the consent of the council, shall appoint a Citizen Advisory Board to be composed of no more than five persons over the age of eighteen years who reside within the city, own property within the city or reside within the city’s Urban Growth Area as defined in RCW 36.70A.100.

B. The members of the Citizen Advisory Board shall serve four year terms. Positions one, three and five shall serve from their appointment through December 31, 2000. The odd numbered position terms shall then commence on January 1, 2001 and every four years thereafter. Positions two and four shall serve from their appointment through December 31, 2001. The even numbered position terms shall then commence on January 1, 2002 and every four years thereafter.

C. The Citizen Advisory Board shall meet monthly in conjunction with the meetings of the Planning Agency. It shall be the function of the Citizen Advisory Board to provide comment and recommendations to the Planning Agency in the course of the Agency’s review of matters submitted to it by city code, state law or the city council action. In the event the Citizen Advisory Board shall by a majority vote disagree with the recommendation or proposal the Planning Agency shall forward to the City Council, the Citizen Advisory Board may submit its own supplemental report or recommendation to the City Council. This supplemental report or recommendation shall be advisory only and shall not over ride or supplant the report or recommendation of the planning Agency.
