The City Council may refer to the Agency for its recommendation and report, any ordinance, resolution, or other proposal relating to any of the matters and subjects referred to in RCW Chapter 35A.63, and the Agency shall promptly report to the Council thereon, making such recommendation and giving such council as it may deem property in the premises.
