The water pipes, connections and other apparatus within the premises to be delivered water service must be kept in good repair and protected from freezing at the expense of the owner, who will be responsible for all damages resulting from leaks or breaks; but no person, except under direction of the city, shall be allowed to dig into any street or sidewalk for the purpose of laying, moving or repairing any service.
