Any excavation made in any sidewalk or under a sidewalk shall be provided with a substantial and adequate footbridge over said excavation on the line of the sidewalk, which bridge shall be at least three feet wide, securely railed on each side and ADA compliant so that foot passengers can pass over safely at all times unless the sidewalk is closed per order of the Public Works Director.
