No aircraft landing field shall be established within the limits of the City of George without the prior approval of the City Council or the City of George and in no case shall an aircraft landing field be established in proximity closer than one thousand (1,000) feet from any school, residential area, commercial establishment that serves the public in general or any section of the City zoned R 1, R 2, R 3 or C 1.
