A. It is unlawful for any responsible person or owner to permit, maintain, suffer, carry on, or allow, upon any premises or in any lake, river, stream, drainageway or wetlands, any of the acts or things declared by this chapter to be a public nuisance.

B. It is unlawful for any person to create, maintain, carry on or do any other acts or things declared by this chapter to be a public nuisance.

C. In the enforcement of this chapter, the City shall be permitted to act upon the anonymous reports of two or more persons to investigate and, if in the opinion of the compliance officer the complaints are based upon events which have occurred in violation of this Chapter, issue a notice of infraction or a notice to correct unsafe or unlawful condition as set forth in Section 6.30.050.
