The fee to be charged to any person voluntarily offering his dog to the city for disposal shall be the fee then established by the veterinary association for similar services. It is not the intent of the city to collect or encourage the commercial disposition of animals and referrals will be made for this service. The city will commercially dispose of animals only when other commercial sources are not available.
