Any land use, structure, lot of record or sign which was legally established prior to the effective date of this ordinance or subsequent amendment to it and which could not be permitted to be established as a new use in a zone in which it is located by the regulations of this ordinance, may be permitted to continue as a legal non-conforming use in compliance with Chapter 19.69 entitled "Non-Conforming Uses".
