Streets which are designated in the comprehensive plan as “limited access” shall be dedicated in such a manner as to qualify them as “limited access facilities”, such as are defined in Chapter 47.52 of the Revised Code of Washington, but nothing shall prohibit the construction, operation, and maintenance of the public utilities in the right-of-way of a limited-access facility.
