Any decision approving or disapproving any preliminary major subdivision plat shall be reviewable for unlawful, arbitrary, capricious or corrupt action or non-action by writ of review before the Superior Court of Grant County. Said application for a writ of review shall be made to the court within thirty (30) days from any decision to be reviewed. The cost of transcription of all records ordered certified by the court for such review shall be borne by the party seeking review in the Superior Court and no transcripts or records shall be prepared or provided prior to receipt of payment for them.
