All persons desiring to obtain water from the city from other than an approved connection served by an established account must make application pursuant to this chapter to obtain city water. Those persons affected, includes but is not limited to, construction water needs, bulk water purchases, and filling swimming pools. All water delivered by the city to these bulk buyers is sold as non-potable water. It is not subject to control by the city as it is delivered and its quality cannot be assured or guaranteed by the city. A purchaser of this bulk water may not resell it or offer it for human consumption or represent that water as being from the city system, being potable or fit for human consumption.
