The purpose of this chapter is to provide for City water rights to support new development. This purpose shall be achieved through the transfer of water rights to the City or the payment of fees to the City to be used to acquire additional water rights as a condition of connection to the City municipal water system. The purpose for requiring a transfer of water rights or payment in lieu thereof is to enhance the public health, safety, and welfare through a provision designed to enable the City to meet the future water service needs of property subject to this chapter and in the City urban growth area in general.
