All property within or without the limits of the city of George, which receives city water, unless exempted as provided in Section 12.08.090, shall be required to be connected to the city sewerage system. All property within the city of George shall be connected to the city sewerage system if the property supports, houses or contains any source of effluent, discharge or sewerage which, in the opinion of the city, constitutes a threat to the health or safety of the city.
