It is unlawful for any person to fail, neglect or refuse to give the city or its duly authorized representative free access at all reasonable hours to all parts of buildings or premises supplied with water by the city for the purpose of inspecting the conditions of pipes and fixtures, noting the amount of water used and the manner in which it is used.
