When it is determined that the speed permitted by state law is greater or less than is reasonable or safe under the conditions found to exist at such intersections the city council may adopt by resolution a listing of the locations, and times, if any, when speed limits greater than or less than those permitted by state law shall be imposed. Upon adoption of a resolution listing those streets and intersections and times, if applicable, the city shall post appropriate signs to establish the speed limit provided in such resolution.
